The story is set in a rural area around Madurai, in the village called Paruthiyur, which still practices caste segregation as a result of the controversial Criminal Tribes Act imposed by the British colonists, where members of impoverished communities are stereotyped as generational criminals.
Paruthiveeran (Karthi) is a country brash whose inter-caste parents were ostracized by the villagers since his higher caste father married his lower caste mother. After his parents’ death, Paruthiveeran was mostly raised by his doting paternal uncle Chevvaazhai (Saravanan) who pampers and accompanies him in every misbehavior to keep him happy. Having grown up among his mother’s people, he is often arrested for petty crimes. His one ambition in life is to gain enough notoriety to be on TV news and to be thrown into Madras Jail. He often bullies Paruthiyur villagers for money and fun.
Laxmii (FAN DUB)
Five-year-old Krishna Mehra, son of Rohit and Nisha Mehra, undergoes an intelligence quotient test by a professor, who suspects that he has superpowers, due to Krishna answering all the questions flawlessly. His grandmother Sonia (Rekha) takes the young Krishna to a remote mountain village to conceal his unique abilities. Years later, Krishna (Hrithik Roshan) meets Priya (Priyanka Chopra) and her friend Honey (Manini Mishra) when Krishna’s friend Bahadur (Hemant Pandey) takes the girls’ camping crew near his home to camp. Krishna saves Priya from a hang glider accident and falls in love with her when spending time with her.
After returning home to Singapore, Priya and Honey are fired by their boss (Archana Puran Singh) for taking a non-permitted extension of 5-days in their vacation. In order to keep their jobs, Honey suggests her boss making a television program about Krishna. Aware of Krishna’s love towards her, Priya calls him to join her in Singapore to ask her mother permission to marry her. Krishna’s grandmother objects to this, saying that people will want to take advantage of his abilities. She then explains that his father Rohit was hired by Dr. Siddhant Arya (Naseeruddin Shah) to design a computer that could see the future in order to prevent wars and help prepare against natural disasters.

Arivanandham is a man who runs a shop. He kidnaps three government officials and tells the press his name is Citizen by changing his appearance to their jobs. Meanwhile, CBI Officer Sarojini is given the case of finding the officials and capturing Citizen. She finds evidence that they link to a village called Atthipatti. She goes to a place, where they keep old maps of India. She notices that from 1970-80, the village was missing. She then inquires a Church Father who knows about Atthipatti. He gives them a box full of evidence about the village. She then discovers that the people of Atthipatti are under a old river, which is a construction site. She orders her men to dig it up, and they find corpses. Sarojini finds links to Arivadhanam but cannot identify him. Arivadhanam kidnaps the third man but is stuck in traffic. Sarojini is also in traffic. To clear the traffic, Arivadhanam creates a problem and sorts it out by donning a traffic inspector’s identity. Sarojini drops her handkerchief while in her car, then Arivadhanam swaps it with a paper and gives it to her. She accepts it, then Arivadhanam phones her and tells her she met with Citizen. Outraged, Sarojini decides to ambush his hideout. They track down his location, but he is nowhere to be found. They find masks, computers, and newspaper cuttings. Sarojini finds Arivadhanam in a mosque and arrests him. Arivadhanam is taken to court and is inquired about why he kidnapped the officials. He retells his memory.

Vallarasu (Vijayakanth) is the Deputy Commissioner of Police and a very honest police officer who has arrested Wasim Khan (Mukesh Rishi), a terrorist from Pakistan. He has a wife Anjali (Devayani) and 2 children. Vallarasu kills his senior police officer (Raghuvaran), who is his father-in-law, on knowing he is hand-in-glove with terrorists and anti-national elements. Anjali leaves Vallarasu after she comes to know he had killed her father. Vallarasu takes the help of some youths (including Sriman) who are disillusioned by their inability to join the police force to fight the terrorists and other criminal elements. Vallarasu fights R. Kandasamy (P. Vasu), a rich man who is behind the attempts to destabilize the country. With the help of Seshadri (Karan), a software engineer, Vallarasu succeeds in killing Kandasamy’s son. In retaliation, Kandaswamy attacks Raheem (Sriman) and Seshadri, who both die. In the climax, Anjali unites with Vallarasu after knowing the truth, and he kills both Kandasamy and Wasim Khan.
